EA vs ExR: What’s the difference?
External Affairs (EA Division):
The main focus of the External Affairs Division is to maintain positive and friendly relations with Foreign Organisations.
ExR (External Relations Special Unit):
ExR focuses on the External aspects of HIA. They specialise in dealing with outside Agencies and Alliances. They also work with other SU’s within HIA to host events and activities to help maintain a healthy relationship with their allies.
Who are Mafia?
In Habbo, Mafia are groups of individuals who strive to promote illegal warfare, in order to gain a profit. Activities they carry out are as follows;
Mafia members can be identified by their profiles and badges, containing various symbols. They can sometimes be seen trolling too.
You MUST report Mafia members to Room Rights, should you encounter one in base.
What is the foreign Code of Conduct?
When visiting foreign organisations, it is important to follow the foreign Code of Conduct. Below is a highlight of the most important rules;
How do you submit a foreign complaint?
It is important to remember that ExRiC handle all foreign complaints. Here are the steps you must take to submit a complaint;
You must complete the EA task in order to be promoted to the IA division. You must achieve a score of at least 25/33 to pass the task!

What is the foreign Code of Conduct?
When visiting foreign organisations, it is important to follow the foreign Code of Conduct. Below is a highlight of the most important rules;
- Do not troll, scam or degrade or be affiliated with such activities towards any agency/user.
- Do not use colour chat unless you have been granted permission.
- Do not fill a station in another base or disrupt daily operations.
- Keep clear of the organisation's hallways and doors, try to remain seated!

- Gather as much information as you can, including screenshots and statements
- Write a detailed incident report
- Forward the complaint to ExRiC
You must complete the EA task in order to be promoted to the IA division. You must achieve a score of at least 25/33 to pass the task!
