External Agencies Guide
Habbo is home to a wide variety of external organisations, each offering their own unique experiences and communities. This guideline has been created and compiled by the Director General - External Intelligence to give proper guidance to all members of Habbo Intelligence Agency (HIA) regarding the expectations and how to act professionally whenever visiting or engaging with external organisations and/or their personnel.
Visiting External Organisations
HIA personnel of any rank are welcome to visit foreign organisations across the Hotel. When doing so, please remember that you are representing HIA at all times. We expect all personnel to behave appropriately to protect and maintain positive inter-agency relations. Should a complaint be received regarding a member’s behaviour, the individual will bear full responsibility for their actions and may be subject to disciplinary action.

▶ What is the expected conduct of an HIA Member?
- When visiting a foreign organisation, HIA members are expected to present themselves professionally - as well as show respect to all Habbos present in that room.
- HIA members must respect and adhere to both the regulations and Code of Conduct of the organisation they are visiting, as well as HIA’s own Code of Conduct. A full list of an organisation’s rules and regulations can typically be found on their website, which is often displayed in a chat bubble upon entering their HQ.
- HIA Members must avoid controversial and sensitive topics such as politics and religion.
- HIA Members must not troll, raid, scam, degrade others or be affiliated with such activity towards any agency or user in any form.
- Note that some organisations prohibit the use of coloured chat and effects inside their HQ. Just to be cautious, please make sure you are not utilising any of these throughout the duration of your visit.
- HIA has a strict zero tolerance policy towards poaching. Members are prohibited from advertising HIA or encouraging others to join HIA while inside the premises of other organisations.
▶ Expectations when engaging with foreign personnel
When visiting a different organisation, you’ll be encountering a whole new community of individuals. As you engage with others, please make sure that you:
- Only approach personnel who are actively filling a station and have given consent to engage, or if they have approached you first. Whispering is a great way to communicate privately without disrupting daily operations.
- Do not harass, pressure or belittle any personnel. If they do not wish to speak, please respect their boundaries and leave them be.
- When inside another organisation's HQ, please keep hallways and doorways clear. Remain seated or stay within designated social areas (such as cafés) unless standing is required (e.g., for Attention on Deck in military-based HQs).
- Paying an agency staff member in exchange for an interview or other work is strictly prohibited. All interactions must be voluntary, without any form of bribery.
You may also encounter visitors at HIA - whether they’re here on diplomatic grounds (such as completing a task or report) or just casually visiting. Always be welcoming and accommodating to our visitors, and feel free to lend a helping hand where needed!
▶ Conducting & Partaking in Diplomatic Tours
Some organisations may offer diplomatic base tours of their HQ. These tours may only be available to ExR members, VIPs, or may require booking in advance. If you’re ever unsure about the requirements for a diplomatic tour, feel free to politely ask their personnel for more information.
Tours of HIA’s base may only be conducted by a member from HIA’s External Relations Team.
If someone from an external organisation requests a tour and you are not an ExR member, please utilise the #requests channel on Discord and request assistance from an ExR Diplomat.
For example: “@ExR Diplomat > *insert name* from UN are requesting a tour”
The ExR Team regularly hosts Agency Visits, where HIA personnel can visit a variety of other organisations together as a group. These events are a great opportunity to practice engaging with others and experience different agency communities in the Hotel. Announcements for upcoming Agency Visits will always be published on the HIA Discord and the HIA Calendar.

Visiting Allied/treaty Organisations
The Habbo Intelligence Agency currently has a Diplomatic Recognition Agreement treaty with the United States Defense Force (USDF).
HIA employees ranked 5iC+ and ExR members are able to access the USDF HQ through the sentry - and must only stay in the R&R area or VIP area.

When inside USDF HQ, civilians are only permitted to access the VIP area, R&R areas, and the AFK area - located at the very right of base. Please make your way to one of these designated areas as soon as you have been cleared through the sentry.
▶ USDF Civilian Regulations
HIA personnel are considered civilians and must abide by the following regulations:
- Civilians can sit on the lobby floor provided it is not restricting the flow of traffic.
- Civilians, Allies, and VIPs may speak any language they prefer as long as it's appropriate and does not disrupt HQ's flow and operations.
- Civilians are permitted to use effects, :jump, and signs while in the lobby. Civilians may dance in the lobby as long as they are not being disruptive to HQ Operations.
- Civilians may sit at the front row in the lobby to converse with personnel as long as it doesn't obstruct the recruitment process.
- Civilians, Allies, and VIPs are allowed to use colored chat under the condition that it does not disrupt HQ operations. This includes NFT chat bubbles.
▶ USDF Foreign Complaints
Anyone wishing to file a complaint against a member of USDF is encouraged to submit a complaint in USDF’s Foreign Complaint Form (FCF) and inform a HIA ExRiC member, providing valid evidence to support the complaint.
